The answer is no. Pakistan's ISI has always been made up of Taliban supporters and Islamic extremists. Pervez Musharraf has been walking a fine line between a rock and a hard place since 911, attempting to please the Bush administration without offending the extremists that are entrenched in the ISI and the military.
