I don't see the problem. Obama can tell his Defense chief to close down a military base to reduce the DoD budget. The law that's still in effect calls for about 600 billion in military cuts over the next ten years after all -- nothing's changed except the start date, from January to March. So, Obama can close down a military base to show Republicans he's serious about budget balancing. One base a day.
