No that's not a quote from Bill Kristol but from Judd at Think Progress. He reports that is essentially what Bill Kristol said on FOX News this morning.

I’m struck talking to conservatives and Republicans — they agree with the president on basic political philosophy, the they agree with his basic policy agenda, but they are worried that they just don’t seem to be able to execute as well as they should be.

So, it's taken Billy Boy this long to figure out that the Bush administration is above all else incompetent.
