So which headline is more accurate? The following from the Bumiller article would indicate the Oregonian is much better at writing meaningful headlines:

But the White House quickly moved to insist that Mr. Bush had not meant in any way to single out the advertisement run by veterans opposed to Mr. Kerry.Make no mistake, headlines are important; the first thing and sometimes the only thing people see.
